Member of Parliament Seeks Compensation After Falling into Uncovered Manhole in Kampala

KAMPALA, August 21, 2023 — In a shocking incident near Garden City in Kampala, Robert Kafeero Ssekitoleko, a Member of Parliament representing Bamunanika County and affiliated with the National Unity Platform (NUP), has initiated a compensation claim of 25 million Ugandan Shillings against the Kampala City Council Authority (KCCA). The incident, which occurred on August 17, 2023, left Ssekitoleko injured and unable to fulfill his parliamentary duties.
In a letter dated August 18, 2023, sent by his legal representatives at Kayanja & Co advocates to Dorothy Kisakka, the Executive Director of KCCA, Ssekitoleko's team details the unfortunate event. The letter has also been shared with Speaker Anita Among, Lord Mayor Erias Lukwago, and the Kampala Affairs Minister.
According to Ssekitoleko, the incident took place around 10:00 AM on August 17, while he was lawfully crossing the road at Garden City. The uncovered manhole, situated inconspicuously in the middle of a pedestrian crossing, went unnoticed, causing him to fall and sustain a leg injury that required surgical intervention.
"I’m currently on medication and have been advised to take a two-week leave from work due to the stitches in my leg," Ssekitoleko shared. Following his treatment, he attended a parliamentary session, raising questions about a potential relaxation of the dress code for MPs.
The injury has hindered Ssekitoleko's ability to fulfill his parliamentary responsibilities, as he serves on the Government Assurances Committee tasked with overseeing unfulfilled presidential commitments. A medical report from Dr. Posiano Baguma, a specialist radiologist, has confirmed that the injury affected soft tissues while noting that the knee and proximal tibia-fibula joint appeared normal.
Expressing their concern for Ssekitoleko's well-being and seeking accountability for the incident, his legal team urged KCCA to address the issue of open manholes in the city center. The compensation claim of 25 million Ugandan Shillings is intended to cover Ssekitoleko's injuries and inconvenience resulting from the accident.
The incident has ignited discussions about public safety and the need for infrastructure maintenance in the city. As Ssekitoleko pursues compensation and recovers from his injuries, attention remains on the responsibilities of city authorities to ensure the safety of pedestrians and residents alike.
