NTUNGAMO DISTRICT OFFICIALS ARRESTED OVER SHODDY ROAD WORK: Government Funds Under Scrutiny

NTUNGAMO - The Ntungamo district has been rocked by controversy following the arrest of two high-ranking officials over alleged shoddy road works that have raised serious questions about the allocation of government funds. Deputy Inspector General of Government, Ms. Annie Muheirwe, took action on Wednesday, ordering the arrest of the Ntungamo acting district engineer, Mr. Charles Kusemererwa, and the district roads supervisor, Mr. Moses Twiine. The move comes after they reportedly failed to provide satisfactory explanations for the poor quality of work on two vital roads within the district.
The roads in question, Omungyenyi–Kagugu road in Rushenyi County and Kagarama–Rwamabondo road in Kajara County, underwent construction during the 2021–2022 financial year. While these projects were funded by the Ministry of Works, they have become the center of heated debates as concerns over the adequacy of funds allocated in relation to the quality of work executed continue to mount.
Ms. Muheirwe emphasized that the Inspector General's office believes that not only were the funds allocated for the road construction misappropriated, but the roads themselves were also inadequately completed. The arrest of the district engineer and roads supervisor comes as a significant step in holding those responsible accountable for the alleged wrongdoing.
In a related development, Mr. Prosper Butubura, the district water engineer, and Mr. Richard Kayima, the civil engineer, were summoned by the Inspector General's office to record statements with the police. Their failure to appear for road inspections despite being in office during the construction period raised eyebrows and further fueled suspicions regarding the quality of work carried out.
The two roads, covering a combined distance of 32.7 kilometers, were earmarked for an investment of over 600 million Ugandan shillings. However, local residents and community leaders have expressed their dissatisfaction, claiming that the bills of quantities for the projects were not adhered to, leading to substandard results.
Upon thorough inspection, the Inspector General's office uncovered a multitude of deficiencies in the completed projects. These include a narrowed road width, poorly constructed culvert bridges, inadequately opened drainages, and the absence of murrum application, as specified for all sections of the road.
As the investigations proceed and the arrested officials face legal consequences, this incident shines a spotlight on the proper utilization of government funds and the importance of maintaining the integrity of public infrastructure projects. The Ntungamo community now awaits further developments as the justice system seeks to address the alleged malfeasance that has marred these crucial road works.
